(HERE) the full program of Union Centre on family policies at the local level by Mrs Luisa Capitanio Santolini (Head of Family and Social Affairs UDC)
"National policies can not be sun to be comprehensive with respect to the increasingly diverse needs of families.
National programs are forced to think in terms of standard measures and local communities can only specify those measures for the concrete local context in which they must be effective.
In doing so the 'local authority appears increasingly as a strategic place to "reinvent" new public policies and be no more peripheral terminal of a central brain, but the governing body of an autonomous territory.
Increasingly local authorities are important to the regulatory level, increasing their decisions affect the organization of society, increasingly many skills are transferred from center to periphery.
In recent years there has been a strong push towards regional autonomy and a push that has been fostered both by the laws passed in Parliament, both from a culture that has gone in this direction.
Therefore it is essential to the presence and role of local governments, in dialogue with the expressions of civil society to develop policies that pick up properly diversification of family needs, especially in terms of the life cycle of the family.
A growing number of services are fielded by local authorities, but vigilance is needed on the criteria that guide such initiatives for the family and therefore, are crucial to the logic that should inspire administrators.
In particular, it is crucial to follow the general principles and criteria listed below:
1 - identification of the person who owns the rights wants to promote a measure
is crucial, otherwise the law would be unenforceable. So you should always call
the family based on marriage (Art.29 of the Constitution);
2 - family policies are not policies to combat poverty. Therefore, at least as a tendency, can not be linked to income and should not be aiming at the redistribution of income
;
3 - family policies must at all times and at all levels to be applied in a key subsidiary and do not care and must always consider the family as such, taking account of family responsibilities;
4 - Family policies not only affect the welfare (health, care for vulnerable people, services) but also the tax cuts, education, bioethics, the work, the mass media etc.
5 - family policies by definition must recognize the importance of democracy
membership, in other words, society must recognize that civil in its functions is a creator of wealth;
6 - continuous monitoring of the evolution of the family and society, and the effectiveness of interventions at local level is essential for the proper assessment of the impact on the family of the individual interventions.
The following are the main proposals for family policy
Directors at the next local government elections.
These proposals are not meant to be exhaustive of all possible responses and, above all, must be declined in each local situation and context.
Finally, they can not be taken all at once, but must be designed for a full term.
What is important is to start in the right way, giving priority to the family and its needs.
In this perspective, one can then locate the following areas of interest
• Action in general.
• Parenting support: motherhood and educational responsibilities.
• Pricing policies.
• Home and urban spaces. •
social time and family time. •
care services.
• Children, education, education.
• Self-help, help from family associations.
For each area we propose a number of examples of possible operational actions. "
